NIJ CTP Administrative Clarification 2021:01 Announcement (02/25/2021)

As of 2/23/2021, as described in NIJ CTP Administrative Clarification 2021:01, due to recent revisions to the provisions of 15 C.F.R § 744.211 related to Military End Uses and Military End Users by the U.S. Department of Commerce’s Bureau of Industry and Security (BIS), until further notice the NIJ CTP has temporarily placed a hold on accepting equipment submissions for NIJ Compliance Testing from Applicants / Participants located in the following countries: 

  • China
  • Russia
  • Venezuela

Please read NIJ CTP Administrative Clarification 2021:01 for full details regarding this NIJ CTP action.   

The NIJ CTP will provide further updates and guidance to Applicants on this matter once a review of the new BIS requirements has been completed. Please contact the NIJ CTP at bactp@nijctp.org with questions regarding this matter.

As the Coronavirus pandemic remains a consistently changing situation, the safety of the National Institute of Justice’s Compliance Testing Program (NIJ CTP) participants, partners, staff and their families remain a top priority.  As most of you are aware, the NIJ CTP facilities are located at RTI International in Research Triangle Park (RTP), North Carolina.  In compliance with North Carolina Executive Order 147, RTI International’s RTP campus is closed to employees, with limited exceptions, through June 1, 2021. NIJ CTP activities do meet RTI’s requirements for “limited exceptions”, and staff are allowed onsite on a limited basis to conduct tasks that can only be performed in a controlled laboratory setting, such as inspection of tested samples.

The NIJ CTP will continue to electronically process any equipment that is currently in its system. The NIJ CTP will continue to accept armor submission in Testing Information Management System (TIMS) and will continue to issue Test IDs in order to provide an opportunity for those armors to move forward with testing at an NIJ-approved laboratory.

We understand that this will cause a delay in the review of some equipment, and we appreciate your patience in this extraordinary time. We believe that these measures will aid in stopping the community spread of COVID-19 to enable regular operations to resume as soon as possible.

The NIJ CTP will continue accept new armor submission (electronically) in the Testing Information Management System (TIMS) and issue Test ID’s in order for those armors to continue in the testing process. NIJ-approved laboratories may ship tested samples to the CTP offices, but processing times will be delayed due to the limited time staff are allowed to be on the RTP campus.

We understand that this will cause a delay in the normal testing process and we appreciate your patience in this extraordinary time. We believe that these measures will aid in stopping the community spread of COVID-19 to enable regular operations to resume as soon as possible.
